The CKLS System Plan and funding to libraries operates on a three-year cycle. Librarians and Trustees are highly encouraged to be familiar with the System Plan for the previous and upcoming year so they can take full advantage to funding from CKLS.
First year: Plan & Approve.
Second Year: Earn (This is the year the plan is named for).
Third Year: Report & Receive.
Second Year: Earn (This is the year the plan is named for).
Third Year: Report & Receive.
- In the first year, the System Plan for the second year is approved at a meeting of the Full System Board. This means that each library knows what is required for the grants-in-aid the year before the requirements must be met. (Historically the System Plan was voted on and approved at the May annual meeting.)
- In the second year, each library chooses to meet, or not, the standards for the Basic System Grant.
- In January of the third year, libraries report on what they have done to meet the requirements for grants-in-aid. Grants-in-aid are disbursed in 2 parts, 50% in March, 50% in August. The courier grant is disbursed in full in March.
CKLS Funds to Member Libraries:
- Cannot be put into savings or pay off debt;
- Cannot be spent on construction or repair;
- Must be spent or encumbered by the end of the year in which they are received.
